The context in which it was created 1996:

The Quebec government decided upon a drug insurance plan for all its citizens. The objective: to guarantee all Quebec citizens access to medications at a reasonable cost, without regard to their state of health, starting on January 1, 1997.

The Quebec life insurance industry – already very active in the drug insurance market through group insurance plans – met this new challenge by working together to define terms and conditions for sharing the risks arising out of the new plan once it came into effect. Since then, millions of Quebec citizens who belong to group insurance programs have benefitted, through those programs, from prescription drug insurance coverage that meets the principles put forward in the Act Respecting Prescription Drug Insurance.

To ensure the success of risk pooling, the industry needed an effective and credible framework. It is for this reason that the Quebec Drug Insurance Pooling Corporation was created in 1997.
